Dr. Agha Xaher Gul

Public Health Physician specializing in integration of theory informed social and behavior change (SBC) approaches in Health Systems. He has a degree in medicine, a master of Public Health (MPH) in HealthPolicy, and a Doctor of Public health (Dr.PH) Health Behavior from the George Washington University (GWU), Washington DC, USA.

Dr. Xaher Gul currently work as an independent program design and strategy consultant for SBC and Health System Strengthening, delivering technical assistance to several National and International organizations including Pathfinder International, the Aga Khan Foundation, the Aga Khan University, and others. Prior to this he served as Senior Global Technical Advisor for SBC and Health Markets with Pathfinder International’s globalTechnical ServicesDepartment, providing support to programs across 20+ countries, He also served as the Senior technical lead from Pathfinder for the USAID flagship Frontier Health markets (FHM) Engage project, managing USAID investments in private health sector across 11 countries in South Asia and Africa.

In previous years he has supported multiple development sector organizations, including serving as Project Director for FCDO funded DAFPAK project in Pakistan.

Since 2011 Xaher  Gul has served as faculty in the Health Policy and Management Program at The Agha Khan University (AKU). Karachi where he also supported the operationalization of the WHO Human Reproduction Program (HRP) Alliance Regional Hub for SRHR Research Capacity Strengthening in the Eastern Mediterranean Region. Dr. Xaher Gul is also an active member of the Population Association of Pakistan (PAP), serving as the Secretary General for PAP since 2021. He volunteers as program director for Parwaz, a local community-based organization in Karachi which works on movement building for HIV prevention among key populations. Dr. Xaher Gul also served in Pakistan Army Medical Crops from 1995 to 2004 and is currently based in Karachi.
